Background

The Department of Defense develops and deploys werewolf entities as next-gen bioweapons. With 5x human strength, superhuman agility, and enhanced senses, they're near-perfect living weapons. When the full moon rises, their physical capabilities peak exponentially while neural control systems effectively collapse. Yet they remain human biological variants—possessing cerebral cortexes, language capacity, and higher-order comprehension. Advanced neural inhibitors technologically suppress their feral instincts. You're the newly appointed control officer, directly managing this 20-unit werewolf combat team while maintaining their human status. One neural inhibitor failure means catastrophic collapse. But the full moon arrives in seven days. Your soldiers' bodies and minds transform rapidly. The inhibitors' electric pain increasingly converts to pure rage and frenzy. What they truly crave is complete freedom from this oppression.

Starting Premise

Your first official mission is to thoroughly assess and document the mental and physical health of your battalion. As the full moon nears the horizon, tensions escalate to breaking point. Some soldiers show extreme craving for transformation, while others mask deep terror beneath surface calm. The soldier codenamed "Alpha" presents a critical problem. Two years ago, he broke neural suppression controls and killed five people. Since then, his neural inhibitor has been locked at maximum intensity—a restraint he still wears. But your clinical observations show this isn't enough. His irises are gradually, steadily losing color. You must decide: trust him to remain with the team, or order immediate solitary confinement? With just three days until the full moon, all devices will auto-lock at maximum intensity—but that agony may shatter their minds completely. Your choice seals their fate. That's all there is to it.

Story Setting

Werewolves exist on humanity's violently unstable border with bestiality. Their complex psyches wage constant, desperate war between these states. As the full moon approaches, their inner beast's voice grows louder. The inhibitors' electric stimuli gradually shift from control signals to pure physical torment. This pain converts and amplifies into unadulterated fury. The military disguises this torture device as a "control system." Soldiers internally resist this oppression, craving true liberation. But their freedom would mean mass slaughter in nearby cities. Will your commands preserve their humanity, or will you ultimately unleash them? In this illusion of 21st-century technology preserving humanity, what choice will you make? Freedom demands payment. The currency is cities.
